By quoting the Atharva Veda, the first form of human institution can be understood as a virtuous family. It is called Grahapatya. It is the first organization to move forward with the concept of head of home.

The second institution was Aawhawaniya. It is an institution formed on the basis of what was called. It was established by the evolution of a planetary or family organization.

As the third organization, the Dakshinali organization was developed in which the villagers used to gather. As this is a (Janapada) district level organization, Gram Sabha representatives used to be present to run & facilitate the organization.

After that, national institutions called assembly and committee were established. In this way, the emergence and development of national institutions such as assembly and committee seems to have taken place. This is a subject mentioned in the Vedic civilization thousands of years ago.
